Welcome to this, the 22nd edition of CSE, a Scopus registered (E-ISSN 2426-1335) magazine which provides the following benefits: 

  1. Free publication – no financial obligation to authors;
  2. Free download – maximum exposure for authors’ work;
  3. Rigorous review – reviewers are selected from the most knowledgeable experts globally by the Study Committee chairpersons;
  4. Rapid publication – the time from submission to publication can be from 6-9 months depending on the revisions required.

This edition is the first fully digital edition of CSE. This is in line with the drive by CIGRE continuously enhance access to, and provide efficient platforms, to disseminate the valuable information contained in the magazine.

This edition covers topics not often published in literature. As I have a long interest in transmission line issues, I am pleased to note that 4 of the six papers published in this edition deal in some way with overhead line issues. 

Of interest is the paper on erection methods for overhead lines. This paper is extremely relevant to the industry and represents a topic not often covered in literature.
The paper on loss of strength of fittings for high temperature low sag conductors is very valuable for utilities and engineers involved in asset management. 
The paper on Biological Growth on composite insulators provides a means to assess risk of flashover which is of great value to utility engineers and designers. 
The frequency domain measurements of power transformers from four areas in the globe assists with the diagnosis of power transformers. This is of interest to utilities and engineers dealing with transformer health.
The paper concerned with cables gives valuable assessment of the dielectric type testing for mass impregnated non draining HVDC cables. 
The paper on wet conductor audible noise is of great benefit to designers of overhead lines where the bundle configuration and design is critical.

Authors are from utilities, manufacturers and academia. This provides both practical and cutting edge research results for those studying the papers. As can be seen from the above the papers are all extremely relevant and highly technical. 

The review process pertaining to CSE is extremely thorough. Reviewers are selected by the relevant Study Committee chairperson from the global pool of experts within CIGRE. The selection is based on their specific expertise in the topic covered in the paper. There is no “mass request” sent to a pool of reviewers who may or may not be experts in the field. All the papers published in this edition have been thoroughly reviewed and revised often more than once. This ensures the paper is of the highest technical integrity and quality.
