Welcome to this, the 28th edition of CSE, a Scopus registered (ISSN 2426-1335) magazine which provides the following benefits:

3. Rigorous review – reviewers are selected from the most knowledgeable experts globally by the Study Committee chairpersons;
4. Rapid publication – the time from submission to publication can be from 6-9 months depending on the revisions required.

I am very pleased to announce that the CiteScore for February 2023 has reached unity with 97 citations from 101 documents. This is an impressive increase from 0,4 in 2020 to 0,6 in 2021 and 0,8 to September 2022. The magazine also boasts a high impact as it is free download and reaches experts in over 90 countries belonging to the CIGRE family.

Note that CIGRE is installing systems to enable search engines to locate CSE papers based on key words. This should be available via all search engines and should greatly increase the access of the papers to engineers worldwide.

CIGRE continues to advertise selected papers on LinkedIn and Twitter feeds allowing access to the papers from your device wherever you are and whenever you wish to read it.

In this edition we are proud to publish 7 excellent papers that have undergone a rigorous peer review process by international experts nominated by the CIGRE Study Committee chairpersons. In addition we are honoured to publish a Thesis award paper selected by a panel of experts within CIGRE. The author is Lou Xu from China entitled “Integrated Modelling, analysis and optimisation for cyber-Physical power systems considering the impact of communication networks”. There is also a “best of” paper from the GCC conference recently held in the middle east dealing with fast frequency control.

Topics in this edition mainly cover the network stability and operation with large scale IBR. This topic is increasingly relevant with the advent of higher percentage of IBR being installed on networks. For the component aspect of power lines, an excellent paper on condition assessment of line composite insulators is presented. This paper can be used as a practical guide in this respect. 

As can be seen from the above the papers are all extremely relevant and highly technical covering information relating to most issues relating to power delivery globally at present.
